Yes. Cancel from your account settings at any time. Your plan stays active until the end of the current billing period. You won't be charged again after that. No penalties.
Your projects are never deleted, and nothing you already have becomes read-only. If you downgrade from Pro to Free, every existing project stays open and editable. The only limit is on creating new ones: while you are over the 3-project limit, you cannot add another until you delete one or upgrade again.
